Thus, the cornerstone of our Department's work is procuring, contracting for, and monitoring the outcomes of these services. In 2023, DCHS developed and implemented Agiloft, an end-to-end contract life cycle management tool, to consolidate and modernize our legacy contract management systems and provide a portal for contracted providers. In 2024, we are stabilizing the system's contract management module, fully implementing its invoicing functionality, and rolling out a solicitation module. Additional workflow development and enhancements are expected in the years to come. DCHS is looking for an analytical team player with a passion for learning and supporting technology systems and its end users to serve in an 18-month Special Duty Assignment or Term Limited Temporary Functional Analyst role, which may be extended for operational purposes. The incumbent will join an experienced Functional Analyst and product owner to train and support end users, develop and maintTain technical documentation, monitor and troubleshoot system performance, and document business processes and needs. This position will also, as time permits, support the Department's transition to and capacity building around Office 365 through the development of accessible self-help and training materials and communications about the use and benefits of various tools.

Work Schedule: This position is nonexempt (hourly) and may work overtime with supervisory pre-approval. Typical hours are Monday - Friday 8am-5pm. This position is not represented by a union.

Teleworking Requirement
The work associated with this position will be performed predominantly by teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.

King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.

Job Duties



1. Serve as an expert in DCHS' configured Agiloft system. Continually strive for the system to meet the business' evolving needs--maintain data tables, configure new workflows and functionality, design dashboards and standard reports, etc.
2. Identify, analyze, and prioritize system change requests; assess potential system-wide impacts of proposed module configuration changes.
3. Develop and maintain training materials and training events for multiple end-user groups; provide ongoing technical assistance and develop systemic approaches to building users' skill and ability to self-resolve technical questions.
4. Develop and implement routine system quality assurance reports and improvement approaches.
5. Develop and maintain system documentation.
6. Monitor system functionality. Troubleshoot, track, resolve and document system problems and issues. Act as technical expert in solving referred issues from less experienced staff.
7. Collaborate with other Functional Analysts, vendor, and KCIT staff to maintain system stability and functionality.
8. Support the Department's transition to Office 365 (SharePoint, Teams, etc.) through the development of accessible self-help and training materials and communications about the use cases and benefits of various tools.
9. Perform other related duties as assigned.

Experience, Qualifications, Knowledge, Skills



• Experience learning, documenting, and continually improving business workflows and processes
• Understanding of relational databases, automated systems data modules, table relationships, and views
• Demonstrated experience developing training materials and providing training and technical assistance to non-technical staff
• Strong problem solving and interpersonal skills, including the ability to establish and maintain good working relationships with diverse teams and stakeholders
• Ability to translate between technical and business language and serve as an effective liaison between work groups
• Skill in analytical thinking, problem solving, resolving conflicts and bringing others to consensus
• Proficiency with common desktop workflow tools, including but not limited to Office 365: Word, SharePoint, Teams, Excel, PowerPoint, and Visio
• Project management skills and experience--ability to breakdown complex projects into smaller tasks, develop realistic timelines, and track and manage progress
• Skill in handling multiple competing priorities and producing quality detailed work within tight time frames

Desired/Preferred Qualifications
* Knowledge of Agiloft strongly preferred, but not required
* Knowledge of public-sector procurement and contracting processes desired
