Summary



The Environmental Health Services Division of Public Health - Seattle and King County is seeking applicants from diverse backgrounds who are representative of our King County population to apply for the position of Assistant Division Director for Community Environmental Health.

Safe and healthy water and wastewater treatment is fundamental to our health and wellbeing. Working collaboratively with four program leaders and supporting approximately 30 staff, the Assistant Division Director is responsible for overseeing the On-site Sewage System (OSS) Permitting, OSS Operation and Maintenance, Equitable Wastewater Futures, and Plumbing and Gas Piping programs, and supporting the development of new bodies of work.

This leadership position reports to the Director of the Environmental Health Services Division and is part of the senior management team providing leadership within the Division. The Assistant Division Director will act on behalf of the director in the director's absence in state and regional environmental public health discussions. This role includes partnership and coalition building, representation of the division in interagency partnerships and processes, and representation in policy and political arenas.

The successful candidate will be an engaged, collaborative leader who has a passion for environmental public health and creating heathier lives for all people in King County, including Division staff. They will enjoy developing people and teams, possess strong analytical and problem-solving skills, and be effective at developing productive relationships with agency partners and regulated entities.


Program Information:
Through the work of over 160 dedicated employees, the Environmental Health Services Division promotes healthy and equitable environmental conditions and prevents disease through sanitation, safe food, air, and water, and reduction of exposure to hazardous materials. In addition to permitting and inspecting public pools, spas, pet businesses, plumbing installations, on-site septic systems, and solid waste facilities, the division also works in partnership with community to address unhealthy environmental conditions and leads the department's climate change efforts.

Work Schedule
This position works Monday through Friday, 8:00 am to 5:00 pm, and is Exempt from the provisions of the Fair Labor Standards Act.

Work Location
This position is based out of the Chinook Building, located at 401 5th Ave, Seattle, WA, 98104 on the 11th floor.

Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team.

Job Duties

  • Provide oversight and managerial leadership for the On-site Sewage System Permitting, OSS Operation and Maintenance, Equitable Wastewater Futures, and Plumbing and Gas Piping Inspection and Plan Review programs.
  • Serve as a liaison for the division director and provide information, communicate decisions, and represent the mission, goals and values of the Environmental Health Services Division with diverse internal and external groups.
  • Collaborate and support program supervisors in navigating challenging situations and supporting programs in carrying out their missions.
  • Engage in Division, section, and program strategy development, as well as budget planning and development.
  • Use available data resources to craft evidence-based environmental public health policy and further processes and partnerships to advance these policies.
  • Represent and support operational changes and needs of the section and division, including database systems transitions.
  • Advance integration of racial equity work into the services and functions of the section.
  • Respond rapidly and accurately to emerging environmental public health issues.
  • Ensure that services are delivered in equitable and culturally competent ways.
  • Foster and advance relationships and collaboration with the Department of Local Services, Seattle Department of Construction and Inspection, Department of Natural Resources and Parks, among others.
  • Develop and maintain positive relationships with regulated customers, community residents, and elected officials.
  • Support program supervisors in working with Human Resources Division, including hiring, training, staff development, and disciplinary actions. Ensure that employees are treated with respect and fairness.
  • Other duties as assigned by the Environmental Health Services Director.

Experience, Qualifications, Knowledge, Skills



Our ideal candidate will demonstrate the following (Minimum):
  • Progressive management experience in a large organization, with a well-developed broad range of management skills (including staff supervision, collaborative leadership, team consensus building, and strategic planning).
  • Experience solving problems and making decisions in a regulatory context.
  • Ability to communicate effectively, diplomatically, and strategically on politically sensitive issues.
  • Background in water, wastewater, or other environmental health fields.
  • Knowledge and understanding of public health principles.
  • Skill working effectively with diverse employee and community populations.
  • Knowledge of and ability to lead with equity and social justice in an organization, program, and/or community setting.
  • Experience working with human resources to support supervisors and staff with hiring, coaching, staff development, and disciplinary activities.
  • Experience managing programs, overseeing budgets and identifying funding opportunities, ensuring deliverables, managing projects and tasks, and communicating results.
  • Ability to create a climate in which people want to do their best; can motivate many kinds of direct reports, team, or project members; enables co-workers to grow and succeed through feedback, instruction, and encouragement.
  • Skill in partnership building and building collaborative relationships with partner agencies and external stakeholders.

The most competitive applicants will have the following experience and qualifications (Desired):
  • Master's of Science degree in Environmental Health/Sciences, Master's Degree in Public Health, Public Administration, OR a closely related field OR equivalent professional experience.
  • Demonstrated experience with grants and contracts.
  • Demonstrated experience in policy development.
  • Demonstrated experience working in with elected officials and in a political environment.
  • Ability to successfully navigate in a union environment to support staff and ensure program needs are met.
  • Knowledge of and experience applying change management principles.
