Summary



The Human Resources (HR) Systems, Analytics, and Operations Team within the Department of Human Resources (DHR) seeks an innovative, driven, and customer-focused HR Application Lead .

Reporting to the Operations Manager, the HR Application Lead will provide daily maintenance, troubleshooting, and customer assistance related to the implementation and refinement of HR software applications. This position will play a key role in translating the business needs of multiple enterprise business partners into system functionality that supports the employee lifecycle. In partnership with DHR leadership and related business ex pert s, it will help determine business requirements and conduct process analysis, prioritization, training, and administration of HR systems and technologies, with a focus on Laserfiche, an E nterprise Content Management (ECM) system.

The HR Application Lead will maintain all the system modules and processes in Laserfiche ECM including Records Management, Administration Console, Directory Server, Workflow (Administration & Designer), Forms, and Direct Share. They will engage with human resource professionals and subject matter experts across the County to provide guidance, training, and auditing of system functionality. This role will lead development, analysis, and project management activities for Workflow and Forms, including planning, design, implementation, integration, and maintenance of Laserfiche and its associated processes.

Job Duties

  • Provide day-to-day support and ongoing administration of King County's Laserfiche system.
  • Configure system modules and functions according to business standards and best practices, ensuring they support the records life cycle in an integrated manner.
  • Partner with project teams and research system functionality to help shape business strategy development.
  • Develop, implement, and evaluate technical training documents and programs for Laserfiche. Train end-users on system modules.
  • Collaborate with vendors, internal partners, and functional leads to analyze and configure system functionality.
  • Manage system enhancements and provide change management guidance to HR partners and leadership across departments.
  • Design forms and workflows to support various record needs.
  • Work with project teams to develop and document system standard work and continuously improve program services.
  • Apply records management policies for personnel-related records in partnership with DHR leadership and Policy team.
  • Use a digital ticketing solution to troubleshoot and resolve system issues and challenges.
  • Develop queries, reports, dashboards, and metrics to audit the system, support decision-making, and integrate data with other human resource data sources.
  • Design testing processes and procedures to ensure new functionality in the test environment prior to production launch.
  • Other duties as assigned.

Experience, Qualifications, Knowledge, Skills



Minimum Qualifications
  • Bachelor's degree in Business Administration, Information Technology, Records Management, Library and Information Science, or Human Resources; AND
  • Direct technical work experience in Enterprise Content Management systems; OR
  • Any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge, and ability required to perform the work.
Other Qualifications
  • Experience in Enterprise Resource Planning (ERP) software systems and Human Resource Information Systems (HRIS).
  • Experience in day-to-day administration and maintenance of an enterprise-wide Software as a Service application.
  • Excellent interpersonal skills and the ability to provide excellent customer service with discretion, patience, and professionalism with individuals from diverse backgrounds. Able to establish, build, and maintain internal and external customer satisfaction.
  • Experience with the development and implementation of technical training materials for an audience with varying degrees of expertise and technology proficiency.
  • Ability to document business processes, create data dictionaries, write system documentation, and understand technical specifications.
  • Clear and effective oral and written communication skills, with the ability to communicate with internal and external individuals at all levels. Strong presentation skills using visuals and graphics.
  • Project management skills for handling multiple priorities and producing quality work within tight timeframes.
  • Ability to independently analyze, problem solve, resolve conflicts, and collaborate to find creative solutions. Forward-thinking with a focus on system efficiencies and continuous improvement.
  • Knowledge of business systems, integration, workflow analysis, and process re-engineering with the skill in the application of complex functional analysis, automated systems testing, data analysis, and troubleshooting applications.
  • Strong auditing, risk assessment, and compliance skills.
  • Familiarity with Washington State and King County retention schedules and government records.
Desired Qualifications
  • Experience with Laserfiche ECM.
  • Experience with PeopleSoft.
  • Experience in a unionized and political work environment.

Supplemental Information



Work Schedule
This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime-eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m.-5:00 p.m., Monday through Friday. This position is not represented by a union and is classified as a Functional Analyst III; class code: 733501.

Teleworking Requirement
The work associated with this position will be performed predominantly through telework, complemented with onsite work and meetings as needed. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
