About the Role:
The position provides a promotional opportunity for an internal Senior Engineering candidates that have been performing Principal work in the course of their current duties.
Candidates will be involved in conveyance projects, pump station upgrades, and treatment plant upgrades.

The follow are on-going or upcoming projects: Lakeland Hills Pump Station, West Point Raw Sewage Pump Replacement, Black River Pump Station High Use Engines, West Point Grit Classifier, Mouth of the Duwamish CSO, Nutrient Removal, Tukwila Freeway Crossing Replacement, Richmond Beach Forcemain and Interceptor Upgrade, Boeing Creek Trunk Replacement and Upgrade, West Point Digestion Capacity Expansion, Brightwater Aeration Basin Optimization, Brightwater Reclaimed Water Storage, South Plant Biogas Upgrade, WP Power Quality Improvement Project.

Several upcoming projects will be delivered under non-traditional or collaborative delivery methods, such as Design-Build, General Contractor Construction Management, Construction Manager at Risk, progressive Design-Build.

Job Duties



What you will be doing:
  • Serve as Project Engineer and SME on Complex County design projects. As Project Engineer, coordinate design with other engineering disciplines, the engineering design review team, and other team members; translate operational and maintenance requirements into terms the project team understands; review and consolidate technical comments from design reviews; serve as a single point of technical contact for the project to the Project Manager; develop work plan, schedule, and budget for the execution of designs for wastewater projects. As SME, provide continuous improvement of WTD standards, guidelines, instructions to engineers, design manuals, and other documents used by Engineers on project work. Serve as an expert in an area of relevant core work to ETR and have extensive knowledge and experience with applicable regulations and codes.
  • Review prepared plans and specifications to ensure conformity to the County's specifications, standards, and requirements and provide QA/QC for project engineers.
  • Prepare large project and program level public works and procurement contract documents and cost estimates to comply with County and State public bidding policy, including stamping and signing engineering plans as a licensed Professional Engineer. As required on a project specific basis, directly supervise the preparation of the work of plan sets and provide signature and stamping as a licensed professional engineer.
  • Assist with complex emergency repairs of wastewater facilities when technical engineering assistance as necessary. May coordinate with the work of maintenance personnel or contractors to accomplish necessary repairs.
  • Perform Construction Service. Review shop drawings and technical documentation on products submitted by contractors, assist in the interpretation of specifications, advise on contractor compliance with contract documents, and review change orders when required by field personnel or as required by law.
  • Train and mentor junior engineers on an on-going basis.

Experience, Qualifications, Knowledge, Skills



Qualifications You Bring:
  • A bachelor's degree in engineering or architecture field.
  • Twelve (12) years of increasingly responsible engineering experience.
  • Familiarity with wastewater and/or industrial facilities and construction principles and techniques.
  • Demonstrated experience in solving complex technical issues within a multi-discipline work environment.
  • Experience directing and administering the design of complex wastewater treatment projects with large technical teams, including both internal and consultant teams, on a project basis to produce coordinate, and harmonize the bidding documents or providing the lead direction to a specific engineering discipline work group.
  • Experience in managing multiple, high-profile, complex capital projects simultaneously within established timeframes and costs.

Required Licenses:
  • Registration as a Professional Engineer in the state of Washington or conversion of an out-of-state license within 90 days from date of hire is required.
  • Washington State Driver's License.
It Would Be Great if You Also Bring:
  • Civil Engineer: Knowledge and experience with construction methods and administration.
  • Civil Engineer: Experience with large-diameter sewer line planning and design.
  • Civil Engineer: Experience with structural, open channel and gravity pipe hydraulic analysis, design, and review.
  • Mechanical Engineer: Work experience with mechanical equipment found in wastewater treatment plants, including pumps, piping systems and valves, solids/liquids separation equipment, blowers, and compressors.
  • Mechanical Engineer: Experience with wastewater pump station design and specifically hydraulic calculations using AFT Fathom or similar software.
  • Electrical Engineer: Experience with Low Voltage and Medium Voltage Power systems analysis; Extensive knowledge of Protective Relays; Extensive knowledge of the National Electric Code (NEC)
  • Control System Engineer: Experience with the design of process control instrumentation; Distributed Control System; SCADA/Telemetry system.
  • Experience with planning and design of Wastewater Treatment Plant processes.
  • Ability to work with a diverse group of individuals from consultants, elected officials, the general public, Operations and Maintenance, other County staff, and other stakeholders is essential in ensuring that project schedules and contracts follow County standards.
  • Ability to use collaborative processes to successfully execute projects involving a diverse group of individuals from a matrixed organization.
  • Knowledge and awareness of racial bias and inequalities. Skills to identify and successfully address racial inequities in the workplace and in the services provided to customers and stakeholders.
  • Ability to direct the work of technical wastewater engineering personnel and consultants on a project basis to produce coordinated engineering documents, including but not limited to, plans, specifications, and cost estimates that meet County Standards and public bidding requirements.
  • Ability to develop, implement, monitor, and report on all aspects of an assigned capital project which include, but are not limited to, project goals and objectives, success factors, scope, schedule, budget, and change control.

Working Conditions:
  • Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements typically weekly. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision of Green Where We Work .
  • Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
  • Work Schedule: This full-time position works a 40-hours work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
  • Union Representation: This position is represented by T echnical Employee's Association (TEA)
